According to the examination regulations, an external Bachelor's or Master's thesis (= Bachelor's or Master's thesis carried out outside the Department of Electrical Engineering and Information Technology) is only possible as an exception and only under very limited circumstances. You can find more details on this on your study program website

If you are unable to find a Bachelor thesis/Master thesis/research project despite intensive searching, you can send an application for the assignment of such a thesis/project to the Assistant to the Chair of the Examination Board.
Several rejections of requests to EI institutes must be attached to this application.
You must also state your degree program and your major in the application. As a rule, the chair of the examination board will then ask a professor from the EI department to allow you to write a thesis. Although care will be taken to ensure that the topic matches your major field of study, you will then have no further choice. You should therefore only choose this procedure in an "emergency".
